Metcalf Federal Relations is a full-service federal government relations firm specializing in representation and advocacy for cultural, educational, conservation and research organizations. A certified woman-owned small business located just outside Washington, D.C., our professional staff has a distinguished record of success on federal funding, conservation and education issues and brings a wealth of legislative and executive branch expertise and advocacy experience to bear on behalf of our clients.

Founded in 1998, Metcalf Federal Relations is consistently successful in achieving our clients’ federal relations and federal funding goals. Metcalf Federal Relations offers established working relationships with many Members of Congress and congressional aides, the Appropriations Committees, and House and Senate leadership. We work effectively with Members and staff on “both sides of the aisle” and are recognized on Capitol Hill for our bi-partisan connections and ability to build coalitions.

Fee Structure

Another advantage of representation by Metcalf Federal Relations is our cost-effectiveness compared to other lobbying shops in Washington. We stay focused on our areas of expertise, keeping costs low and results high. Our professional staff has complementary skills and experience that maximize our effectiveness without bloating our payroll. We keep administrative and overhead costs to a minimum and continually look for ways to reduce duplication of effort and build synergy.

Metcalf Federal Relations’ services are available on an annual contract basis. This fee structure allows for the most comprehensive service for the client, given the nearly year-long – and sometimes longer – duration of the legislative cycle and monthly fluctuations in federal activity. Our fees are significantly lower than those of our chief competitors. This amounts to significant savings and greater returns for our clients. Billing is done on a quarterly basis.

Included in our fees are all staff time and ordinary business expenses, including local travel, business meals, phone charges, duplicating, postage, express delivery and similar items. Extraordinary expenses pre-approved by the client, such as airfare and out-of-town lodging, are submitted for reimbursement.

Limited representation arrangements on specific short-term legislative matters may also be negotiated.
